. good morning, everyone. welcome to mornings on 2. i'm mike mibach. >> i'm claudine wong. it's a little wet outside, so let's check in with rosemary for a click look at the weather forecast. >> you can see green on the screen, especially over parts of the north bay. a few sprinkles along highway 101, between santa rosa, novato, now getting ready to move into sonoma. perhaps a few sprinkles outside the door in the next few moments. a little drizzle falling over parts of the bay area that isn't being detected on storm tracker 2. that's what we're seeing this morning. i do think we'll be mostly cloudy for most of the day. maybe a passing shower, but mainly dry. i'll break it down for you and bring you temperatures, coming up. we're tracking overnight news in san francisco, where two tourists were stabbed outside of a hotel. it happened around 11:00 last night in the parking lot of a

best western on 7th street. ktvu's lorainne blanco is there with more. >> reporter: police tell us there was an argument between two tourists in a loading area at the amerihan hotel. the suspect took off in the car. the fight happened last night on the 100 block of 7th. one of the hotel guests was stabbed three times by a folding knife. the other person was stabbed once in the arm. they were both taken to san francisco general hospital. they are in stable condition and they are expected to survive. back out here live, you can see there are several signs out here warning that this area is under surveillance. right now, police are not the suspect or the suspect f vehicle. reporting live in san francisco, lorainne blanco, ktvu channel 2news. san jose police say someone was shot and killed near san

jose's municipal stadium. officers responded to a call early this morning on center road near kelly park. they found a man in a parking lot suffering from at least one gunshot wound. the victim died on the the scene. a pedestrian was hit by a taxi in san francisco overnight. the accident happened around 2:15 this morning on broadway near larken. witnesses say the pedestrian was not in a crosswalk when he was hit. >> we just heard the screech and the impact and then saw the bodies fly about 15 feet through the air and then called 911. >> police have not said whether the taxi driver will face charges. the pedestrian was transported to the hospital with life- threatening injuries. the chp says a side show on a freeway caused an accident that left a toddler with a broken neck. it happened last month on interstate 880 in san leandro. the boy's mother says she was rear ended when another driver doing doughnuts forced her to stop suddenly. her 2-year-old son was rushed to the hospital with a fractured neck and is now in

intensive care after undergoing surgery. >> he was bleeding out of his mouth and he wasn't answering me. i thought he was dead. >> now, this isn't the first time a side show has created a dangerous distraction for drivers on 880. the chp says it is also investigating a side show on a freeway in oakland back in january. this morning, fairfield police are asking for the public's help finding a missing man. police say mark arsensa was last seen taking a walk thursday in the green valley area. family members say he needs to take medication. anyone with information on miss whereabouts should contact fairfield police. live electrical wires posed a big challenge for firefighters battling a house fire in saratoga. the fire was reported around 7:30 last night. when crews got there, much of that home was in flames. firefighters had trouble getting close enough to fight the fire because of the downed wires. the family inside did escape without injury and pg&e crews

were able to turn off the power. the fire was out about an hour later. suspected car thief is still on the loose after sheriffs deputies called off the search in marin county. investigators say the man stole an suv early yesterday morning in windsor. deputies later stopped that vehicle in petaluma and during the traffic stop, authorities say they had to fire tasers at the driver. deputies say they hit the driver twice, but he kept going. the man took off toward marin county after threatening to kill the police. authorities located the vehicle. the driver fled on foot and escaped. deputies called off the search just after 5:00 last night. breaking news from south africa. nelson mandela has been released from the hospital after showing signs of improvement. the 94-year-old former south african president was admitted to the hospital last week because of a recurring lung infection that developed into pneumonia. his history of lung problems dates back to the 27 years he spent as a political prison. while in prison, he contracted

tuberculosis. nato did not release national tees of service men and women -- general martin dempsey says the visit will allow him to assess the level of additional training needed by afghan forces. afghan troops are scheduled to take over security from u.s. forces next year. secretary of state john kerry is headed back to the middle east for his third trip in just two weeks. the first leg of his six-nation trip will take him to istanbul today. he will then meet with both israeli and palestinian leaders in a fresh bid to restart peace talks. he is scheduled to return back to washington, dc on april 15th. new this morning, president obama says his budget proposal is not ideal, but he says it will make needed reforms and close loopholes for the wealthy, while protecting economic growth. >> our top priority as a nation and my top priority as

president must be doing everything we can to reignite the engine of america's growth, a rising, thriving middle class. >> the president made those comments this morning to address bipartisan criticism of his budget. president obama is expected to release a budget on wednesday that cuts medicare and social security in exchange for tax increases. and in the car yesterday, had the wipers going, again today making my way through berkeley and oakland. rosemary, spring storms are here. >> yes, fairly weak ones, unfortunately. not bringing us measurable rain, but enough to have the windshield wipers. today, a lot like yesterday. mostly cloudy, a few light sprinkles falling over parts of the bay area. drizzle falling along parts of the bay area as well. by afternoon, peeks of sunshine outside our doors right now. plenty of gray. take a look at that. giving you a look at the bay bridge, into san francisco. yes, we've got low clouds, mix of high clouds and some of those clouds dropping a little bit of rain.

on to the numbers this morning, because not bad. 58 degrees in oakland. 54 in napa. 53 in santa rosa. keeping in mind with all of that gray and the air mass a little moist, it's going to feel cool out there. 55 antioch. 55 in redwood city. but these temperatures to start the day, relatively mild, maybe even a little muggy for some of those really sensitive to this. storm tracker here showing you a moment ago we've got a few scattered showers over parts of the north bay. take a look at the inner east bay, antioch, closer to the central valley. we've got light rain falling there. so this is where i'm seeing it, although this is not the only place we're seeing a few light sprinkles. we have drizzle in and around the coastline, around parts of the bay. not really being picked up, because it's under the radar. oakley, brentwood, antioch a few moments ago, maybe discovery bay feeling light showers outside your door this morning. and most of us dealing with mostly cloudy, partly sunny skies at best. so this is what we're seeing for most of the day. as we get into the afternoon, i do see breaks in those clouds

once again. again, a lot like yesterday. this system is continuing to ride over us. we're catching just the tail edge and that's why we're seeing a few sprinkles. let me show you what happens here. not even really picking it up on future cast model. into the afternoon, now noon time, mostly cloudy. but you don't see hardly anything at all as far as sprinkles. into the afternoon, there are sunny breaks. then into tomorrow, more of the same. we wake up tomorrow morning with drizzle, a few scattered showers. into the afternoon, we're clearing out once again, but i'm going to ride this into sunday night. we may actually see a few scattered showers return sunday night. the low that will bring us these few bits of rain will move into the great basin. when it does, it could bring scattered showers late sunday. there is your extended forecast for the afternoon. temperatures in the 60s around the bay. for tomorrow, very similar temperature wise. scattered showers will remain in the forecast into monday. a mix of sun and clouds. take a look at the big warmup

. thank you for joining us on this saturday morning. a sweeping view of overcast skies over the bay, waking up with patches of drizzle and light showers. a college student who was shot and killed in san francisco while home on spring break will be laid to rest today. family and friends of jacob valdez gathered last night and held a peace march in honor of the 19-year-old. he was shot and killed in front of his home on 24th and brian, just one week ago. they say he may have been mistaken for a gang member. >> every time he comes down, never had problems with anybody. so that's why it's even more heart breaking, because like everybody said, he didn't deserve nothing. >> he played football at lewis & clark college in portland. he graduated from reardon high school in san francisco. his memorial page on facebook has more than 2000 likes and a

message of condolence from san francisco 49er aldon smith. the funeral is set for 1:00 this afternoon at st. peter's church. a panel of retired judges will decide who will get a million dollar reward in the search for former police officer christopher dorner. the reward was offered after dorner went on a rampage in southern california, killing two police officers, an officer's daughter and her fiance. two claims have been made by a car jacking victim and a couple dorner held hostage. some agencies withdrew reward money because dorner was killed before he could be prosecuted. los angeles police say the award still totals a million dollars. despite growing tensions between the u.s. and north korea, foreign diplomats seem to be staying put in that country at least for now. north korea has asked embassy staff to leave north korea, saying they cannot guarantee their safety after wednesday. the u.s. does not have diplomatic relations with north korea and the white house expects north korea to conduct

another missile test in coming days. >> we would not be surprised to see them take such an action. >> north korea has reportedly moved two missiles to its east coast after threatening a nuclear strike and declaring war on south korea. south korean workers are returning to a factory park in the demille takerrized zone, employing more than 50,000 north koreas. they ran out of materials after north korea closed the border. two days after connecticut signed a stricter gun law into ban, requiring handgun owners to go through fingerprinting, firearms training, and pay licensing fees. it also bans certain assault weapons and puts a 10-round limit on magazines. many gun owners say they are furious, while supporters say it is about time. >> i just don't understand what they are doing here.

and apparently, neither do they. >> in order to get a license to get a dog, they need one to get a gun. >> the state senate has already passed the new law. maryland already requires universal background checks and a seven-day waiting period for anyone buying a gun. family members of victims of a mall shooting testified before oregon lawmakers during a hearing on gun control. the debate comes as oregon's legislature continues four bills that would expand background checks. family members asked for additional measures, including a requirement that guns be locked up to make them harder to steal. three people were killed in a shooting at the clackamas mall, just days before the school shooting in newtown, connecticut. it's been one year since the oikos university shooting. tonight, the victims will be remembered during a memorial concert. on april 2nd of last year, seven people were shot and killed at the university by a former student. the memorial is being held at st. paul's episcopal church at

7:00 tonight. in overnight news, powerful 7.1 earthquake hit a remote part of eastern indonesia. the quake shook many parts of the papua province, located in a mountainous area. no reports of damage or injuries have been made and no tsunami warning has been issued. indonesia is prone to seismic activity because of its location there in the pacific. there is more trouble for japan's tsunami-damaged nuclear power plant. tokyo's electric power company has confirmed the facility is leaking radioactive water. so far, 120 tons of contaminated water has leaked, although officials say they don't believe a lot of it has made it into the soil or sea. capping the leak could take several days. the plant is in the process of being decommissioned. state regulators have now given chevron the green light to restart its crude oil unit at the richmond refinery. the facility had been shut down since a massive fire last august. at a hearing yesterday, cal osha blamed chevron for a number of safety violations. federal investigators are also

calling for an overhaul of california's oil industry regulations as a result of the incident. now, the refinery could be back up and running by midmonth. the superintendent credited with restoring stability to the oakland public school district is resigning from his job. tony smith says he will step down at the end of june. he is moving to chicago to be closer to his ailing father-in- law. smith is recognized for balancing the oakland school district's budget and pushing for programs to curb the district's dropout rate. the oakland school board says it will begin discussions about an interim superintendent during next week's board meeting. a new dress code at a junior high school in petaluma is causing a major uproar and it has to do with the pants girls wear. administrators at kennel worth junior high say they are concerned the clothes some girls are wearing are affecting the learning environment. students say thursday, a school administrator pulled all the girls aside and told them they couldn't wear too tight pants because it distracts the boys. >> boys need to be taught to

respect girls no matter what they are wearing. >> the school's administration declined to comment, but sent a recorded message to parents. the message explained any dress code guidance comes from the california education code and students who violate new restrictions will be sent home to change. the justice department has not said if it will appeal yesterday's controversial decision on the morning after pill. a federal judge ruled the fda must lift age restrictions on emergency contraceptives within the next 30 days. that means girls of any age would have access to the pill without a prescription. some women's rights groups have applaud the decision for giving girls access to this form of birth control, but others say it places young girls at risk. a new study finds laws against using cell phones while driving aren't working. according to the study, at any given time, about 660,000 drivers are texting, tweeting, or talking with their phones, while speeding across our nation's highways. california and 38 other states have triebt to prohibit the use

. more than 5500 runners from 15 states and 25 countries are expected in san francisco this weekend for the rock & roll half marathon. the event kicks off with a health and fitness expo today, featuring more than 100 fitness retailers. tomorrow, drivers can expect road closures between 6:00 a.m. and 1:00 p.m. the route will take runners passed crissey field, across the golden gate bridge and the bay trail, before ending at aquatic park. a dog at an animal shelter in texas was quickly adopted because it has a unique quality. you have to listen closely to hear it. this dog named domino is

. a man is in critical condition this morning, after being stabbed outside a nightclub in downtown oakland. that club is located off 17th street and san pablo avenue. an unknown suspect stabbed a man after 2:00 a.m. outside on the street. the victim was taken to the hospital. police don't have any leads on suspects so far. oakland police are also investigating a shooting that left one man dead and another in critical condition. it happened around 10:15 last night on seminary avenue and mcarthur boulevard near mills college. police say it appears there was a shootout in front of a gas station and that one of the victims was parked across the street and got caught in the crossfire. police have not released a description of the gunman. the chp is investigating two officer-involved shootings in oakland in less than 48

hours. oakland police say an officer opened fire yesterday on a burglary suspect who was holding what appeared to be a handgun. now, the device turned out to be a replica and the suspect's injuries are not life threatening. the shooting comes after a 16- year-old boy was shot wednesday in oakland, after an armed robbery. police later determined the unarmed teen was not a suspect. >> this is regrettable on numerous fronts. it has to be demoralizing within the department. >> the teen was shot in the face, injuring his jaw. his family plans to sue the officer and the city. some berkeley businesses will soon be open 24 hours a day. the city passed a new ordinance as part of a larger plan to revitalize the area around the uc berkeley campus. a 24-hour day ordinance will apply to a number of businesses along a four-block stretch of telegraph avenue. some restaurant owners say the new law will hopefully bring in more customers. >> we would consider even offering breakfast, you know, as early as 3:00 in the morning. we pay rent 24 hours a day, so

why not provide a service 24 hours a day? >> businesses can now start operating 24 hours a day on may 2nd. the city council plans to vote on further improvements for telegraph avenue at the end of the month. a man who drowned off the coast of came kauai was identified yesterday as 41-year- old christian long. he became distressed in the waters near the plantation hotel. this marks the 11th drowning in the area since january. officials are sending dangers about the strong current in the area. two hikers are recovered after being lost for days in orange county. but one of the rescuers who fell saving them remains in serious condition. the two teenagers got lost on easter sunday while hiking. they called 911 before their cell phone died and it took four days to find the hikers. the other one was actually found another day later.

a reserve deputy fell nearly 60 feet trying to save the second hiker. none of the injuries are life threatening. a kayaker is being called a hero, after he helped save a family whose suv crashed into the american river in el dorado county. want to show you photos of the vehicle in the water, and trapped inside was the family of five. it appears the suv hit part of a tree along highway 50, then crashed into the river. the kayaker, says he saw the submerged suv and sprang into action. he was able to get the three children to safety. he then went back into the water where the driver was pinned upside down with his wife. >> i was afraid that if i cut the seat belt, he would have died in front of me, in front of me and his wife and three kids. >> firefighters arrived on scene and were able to rescue the husband and wife. all five family members were taken to hospitals. only the father who was the driver suffered major injuries. investigators are still trying to figure out why the suv veered off the road. well, giants fans are on their feet, welcoming back

their world series champs in style. ♪ >> there it goes, that 2012 world championship flag was raised yesterday at the home opener against the st. louis cardinals, who the giants beat in last year's nlcs. the flag made its way through the cove, then handed off to manager bruce bochy, who put it in the hands of his players. >> we all had chills, goose bumps. i think some guys had tears. i mean, it's a special day when you sit there and watch the flag raise and to have the fans involved, too, because they play such a huge part of it. >> well, giants fans at today's game, catcher buster posey will receive his award and the team will receive their rings. >> barry zito looking stellar on the mound yesterday.

was set to re-join the team today. 7:34. if you have outdoor plans today, you may soon be in good shape, right, rosemary? doesn't look like the rain, too heavy? spitting on us? >> yeah. i like that terminology. yeah, it's going to be a passing shower. that's pretty much all we may see, and outside of that, mostly cloudy skies. i do see sunshine for the afternoon. we'll get partly cloudy for the second half of your day. this morning, light drizzle, a few light showers falling, and mostly gray skies. giving you a view there of all of that gray, as we get into the second half of the day, more sunshine in store. let's take a look at storm tracker 2. a few returns over parts of the north bay and areas from the coastline inland, and then you have to get inland to see a few showers along highway 4. looks like tracy may be picking up a few light scattered showers.

here, where we had a few light returns earlier has now moved on to the east. i want to give you a look at the satellite and describe our pattern for the weekend. zonal flow taking place in the last 24 hours. you can see the cloud formation moving from the west to the east. these storms to the southern edge, bringing us the possibility of a few stray showers for today, as well as tomorrow. keep us mostly cloudy, a little drizzle out there this morning as well. at this hour, notice we're mostly gray, picking up a pocket of rain off the coastline, 11:00 or so. most of us remain dry. into the afternoon, we're getting breaks in the clouds. a near repeat of what we saw on friday for many of us. 54 santa rosa, 54 in napa, 55 in oakland, 54 redwood city. relatively mild outside our doors right now, lot like how we started yesterday morning as well, within a few degrees in most cases. here is a look at the extended forecast. as we get into the afternoon,

going to lean on the possibility of a spotty shower. should be light, shouldn't last long. if you're going out to see the giants play, your baseball cap will do ya. we're looking at 60s for the afternoon tomorrow. more of the same. upper 40s, low 50s to start the morning, into the 60s for the afternoon. by monday, though, we're drying out. on the back edge of this system, that will move through and out of here. ridge of high pressure begins to build in. we will see winds pick up at some point perhaps sunday, into monday. we'll track that for you. then i also need to point out in the forecast that nice big warmup out there. by tuesday, mid-70s for the warmer communities, hitting 80 degrees on wednesday. i'll have a broader view of your afternoon highs for your saturday, coming up. well, nasty is working on plans to tow a small asteroid to the moon, so astronauts can explore it. nasty hopes to have the technology in place by the end of the decade and says it could eventually pave the way for a flight to mars. nasty says its fiscal 2014 budget request will include

. low clouds and fog, even a little drizzle over san francisco this morning. we are now hearing from the family of quinn boyer, the paramedic who died after being shot in the oakland hills. he marry add fellow paramedic just last year. then last week, he was accepted into stanford's program for physician's assistants. on tuesday afternoon, he was shot while at a stop sign on keller avenue. boyer died at the hospital on thursday. >> like all sons, he was an amazing kid. he had spent the last five years of his life helping people. >> witnesses say boyer was shot by a man who got out of a brown- colored car.

there is a $10,000 reward being offered for information that leads detectives to the gunman. a case of graffiti in vallejo is taking an emotional toll on the police department. this is a mural for officer jim kapu, killed a year and a half ago in the line of duty. the mural is on the police activities league building. it's a quiet neighborhood, but vandals defaced the mural this week for a fourth time. >> there's a lot of citizens in the city that love jim a lot and miss him deeply. the basketball team, they miss him deeply. we do. and we certainly don't want to see that. >> kapu was a 19-year veteran of the police department, also coached basketball at vallejo high school. a sign depicting kapu was also vandalized. police are asking for the public's help to find the people responsible for the vandalism. we are learning two fbi agents have interviewed former cia head david petraeus at his home in arlington, virginia. yesterday's interview comes after petraeus resigned last year, after admitting to an affair with his biographer

conversation with the president and strongly supports him. rescuers are continuing to find survivors of a building collapse in india. a 10-year-old girl miraculously climbed out of the debris yesterday. rescuers say they also found a woman alive in the rubble. so far, 72 people have died. 26 of the victims are children. we have an update to a story we first told you about a few weeks ago, about an airport display sign that fell and killed a 10-year-old boy. the accident happened last month at the birmingham shuttlesworth international airport. on thursday, airport authority ceo said some contractors had concerns about falling signs, but did not alert authority staff. the boy and his family were on their way home to kansas when the sign fell on top of them. all of the airport signs have been removed while the investigation continues. a salinas man faces multiple charges after a standoff with police and s.w.a.t. that lasted for hours. it began yesterday morning at a home on tahamas circle. police received a report that a

man was inside assaulting his three children. the kids were eventually able to escape by climbing out of the windows. police used flash bang grenades and tear gas to get him out of the house. it took a group of officers five minutes to hold him down. police are calling it a psychotic episode. two girls are recovering at st. rose hospital in hayward this morning after suffering gunshot wounds. police say the teenager's injuries are not life threatening. the girls told investigators someone fired at them last night from an apartment. officers searched the unit on west henson road and thornton court. police detained two people, but later released them. investigators are still searching for the gunman. in florida, the family of trayvon martin has settled a wrongful death suit in connection with the killing of the teenager. martin's parents sued the homeowners association of the housing subdivision where the 17-year-old was shot to death. out of that settlement, the amount was not disclosed. neighborhood watch volunteer george zimmerman is scheduled to go on trial in june for second degree murder. a store that sold a gun to the mother of the newtown

school gunman has lost its federal firearms license. officials are not saying if the decision had anything to do with the december mass killing. the connecticut store owner had said he sold the gun to nancy lanza years ago. search warrants unveiled last week indicated there were numerous weapons found at the lanza home. south san francisco police have arrested a man suspected of stealing iphones and ipads from peninsula businesses. police identified nicolas anthony simat, using surveillance videos. he engaged employees in long conversations, then stole the items when they were distracted. the 26-year-old was arrested in arrest. a federal judge has ruled the state failed to approve it is providing the level of care required by the constitution for its 32,000 mentally ill

inmates. the decision is a setback for governor brown, trying to andy legal battle of nearly two decades. brown says he will appeal. a solano county grand jury report is raising concerns about the state's treatment of juvenile and adult detainees. minors under the age of 14 were held behind bars. the report recommends more officer training and that the department do a better job of documenting information in its custody logs. there is a free event for people looking to get help for getting mortgage or loan modifications in san francisco today. it runs through tuesday t will be from 8:00 in the morning through 6:00 at night every day. financial counselors and bank representatives will be at the marriott marquee on fourth street. event organizers say they are able to get mortgage rates as low as 2% on some loans. no appointments are necessary. and once again, that event is free. a new demand for skilled worker visas has international employees fighting for jobs here in the u.s. under law, only 65,000 skilled worker visas can be handed out each

>> north korea has reportedly moved two missiles to its east coast, after threatening the u.s. with a nuclear strike and declaring war on south korea. south korean workers are returning home from a factory park owned by both countries. the factory park in the demille takerrized zone contains more than 100 factories, employing more than 150,000 north koreans and south koreas. the factories have run out of materials after north korea closed the border. a powerful 7.1 earthquake has hit a remote part of indonesia, shaking parts of the province, located in a mountainous area. officials say no reports of damage or injuries have been made and no tsunami warning has been issued. indonesia is prone to seismic activity because of its location on the pacific. well, there's more trouble for japan's tsunami-damaged nuclear power plant. tokyo's electric power company has confirmed that the facility is leaking radioactive water. so far, 120 tons of

contaminated water has leaked, although officials say they don't believe a lot of it has made it into the soil or the sea. capping the leak could take several days. the plant is in the process of being decommissioned. state regulators have now given chevron the green light to restart its crude oil unit at the richmond refinery. the facility has been shut down since a massive fire last august. at a hearing yesterday, cal osha blamed chevron for a number of safety violations. federal investigators are also calling for an overhaul of california's oil industry regulations, as a result of that incident. the refinery could be back up and running by midmonth. a superintendent credited with restoring stability to the oakland public school district is resigning from his job. tony smith says he will step down at the end of june. he is moving to chicago to be closer to his ailing father-in- law. smith is recognized for balancing the oakland school district's budget and pushing for programs to curb the district's dropout rate. the oakland school board says it will begin discussions about an interim superintendent

during next week's full meeting. a new dress code at a junior high school in petaluma is causing a major uproar and it all has to do with the pants girls wear. administrators at kennel worth junior high say they are concerned the clothes some girls are wearing are affecting the learning environment. students say thursday a school administrator pulled them aside and told them they could not wear too tight pants because it distracts the boys. >> boys need to be taught to respect women no matter what they are wearing. that's a big deal. >> the school's administration declined to comment, but sent a recorded message to parents. that message explained any dress code guidance comes from the california education code. students who violate the new restrictions will be sent home to change. the justice department hasn't said if it will appeal yesterday's controversial decision on the morning after pill. a federal judge ruled that the fda must lift age restrictions on emergency contraceptives within the next 30 days. that means girls of any age

. a troubling case of animal abuse in indiana has a happy ending this morning. police say a good samaritan rescued a dog left to drown in the river. the dog had cinder blocks attached to its head and both its legs were tied together. there was also a note reading, i want this dog to die. >> heard something whining down by the creek and i looked over and saw a dog with his head sticking up with part of his nose and mouth trying to get air. >> the good samaritan took the dog to an animal shelter, where it has been named certain dip tee. it is available for adoption. fishermen are on the water for the start of salmon season today. biologists say about 1.5 million chinook salmon are expected this summer in california's coastal waters. commercial salmon fishing season does not start until may

1st. a bill to expand yosemite national park has won the support of california senators, but it's also getting resistance from the conservative congressmen who now represents the park. lawmakers are getting ready to reintroduce legislation that would authorize the purchase of about 1600 acres in mariposa county for an addition to the park. park rangers say the boundaries of the park have not grown in more than 85 years. more than 5500 runners are expected in san francisco this weekend for the rock and roll half marathon. that event kicks off with a health and fitness expo today, feet touring more than a hundred fitness retailers. expect road closures tomorrow from 6:00 a.m. and 1:00 p.m. the route takes runners across the golden gate, before ending at aquatic park. if they were running today, they would have drizzle this morning. maybe they will tomorrow. let's turn to rosemary and see what we're looking like. >> little change through the

. a violent night around the bay area with reports of a stabbing in oakland and a body found in san jose. we first told you about this 30 minutes ago. good morning, everyone. welcome back. i'm mike mibach. >> i'm claudine wong. we begin with reports of a stabbing in san francisco. police say the victims are tourists. lorainne blanco is live to explain what happened and when they were injured. >> reporter: claudine, i talked with a few tourists here at the americana hotel. they said it's a little scary that the stabbing happened near their hotel, but they are not too worried about getting around this neighborhood safely, at least during the day here. an employee working during the incident said a man was asking to use the bathroom around 11:00 last night. he got very angry when she told him it was only for hotel guests. he came outside, got into an argument with a guest outside, then stabbed him and another person. the stabbing happened in the driveway of the best western americana hotel in the 100

block of 7th street. the tourists were both taken to san francisco general hospital. we're told they are in stable condition this morning. they are expected to survive. a woman visiting from orange county told us they has made it a rule not to go out at night when she felt uncomfortable. >> it just makes me realize it was a good thing i didn't go out last night. that was the whole reason, because i'm here by myself. i didn't want to go out alone for that very reason. >> reporter: and there are several surveillance cameras outside here at the americana hotel, as well as inside the hotel. but right now, police are not releasing any of that video or a description of the suspect or the suspect vehicle. reporting live in san francisco, lorainne blanco, ktvu channel 2news. oakland police are investigating a shooting that left one man dead and another in critical condition. it happened around 10:15 last night on seminary avenue and mcarthur boulevard, near mills college. police say it appears there was a shootout in front of a gas station and that one of the victims was parked across the street and somehow got caught

in the crossfire. police have not released a description of a gunman or identified the victim. another man is in critical condition this morning after being stabbed outside a nightclub in downtown oakland. the club is located off of 17th street and san pablo avenue. police say someone stabbed the victim shortly after 2:00 a.m., right outside on the street. the victim was transported to the hospital. a case of graffiti in vallejo is taking an emotional toll on the police department. this is the mural for officer jim kapu, killed a year and a half ago in the line of duty. the mural is on the police activities league building, which is in a quiet neighborhood, but vandals defaced the mural this week for a fourth time. >> there's a lot of citizens in the city that love jim kapu a lot and miss him deeply. the basketball team misses him deeply. we do. >> kapu was a 19-year veteran of the police department and also coached basketball at vallejo high school. a sign depicting kapu was also vandalized. police are now asking for the public's help to find the

people responsible for that vandalism. california's prison mental health system will remain under federal control. a federal judge has ruled the state failed to prove it is providing the level of care required by the constitution for its 32,000 mentally ill inmates. the decision is a setback for governor jerry brown, trying to end a legal battle of nearly two decades. the governor says he will appeal. a solano grand jury report is raising concerns about vallejo police's treatment of adult and juvenile detainees. the report cites multiple cases where minors under the age of 14 were actually held behind bars. the report recommends more officer training and that the department do a better job of documenting information and its custody laws. south san francisco police arrested the man suspected of stealing iphones and ipads from peninsula businesses. police identified the man as nicolas anthony simat and they used surveillance videos from the thefts dating back to late february. police say he engaged employees in long conversations and then stole the items when they were

distracted. the 26-year-old was arrested. he stole from businesses in south san francisco, burlingame and daly city. police are led to stolen mail from across the state. two suspects tried to use phony money at a cigarette store on sycamore avenue in hercules. officers found a briefcase in the back seat of a truck that contained stolen documents belonging to victims in 20 cities. much of that mail was stolen from the bay area and homes here, but some was from southern california. a bill that would ban plastic bags from across the state is one step closer to reality. right now, several cities and counties in the bay area already ban the use of plastic bags at grocery stores. but this bill would make it so every city in the state follows suit. the assembly floor is scheduled to vote on the ban later this session. people planning to watch the america's cup races in san francisco this summer won't be getting their food from a food truck. today, the event's concession

organizers banned food trucks from both the america's cup park and america's cup village. no word on why, but the assumption is food trucks would be a popular alternative and ing to fill nearly 30 food and beverage outlets and 12 built- in concession booths. some berkeley businesses will soon be open 24 hours a day. the city passed a new ordinance as part of a larger plan to revitalize the area around the uc berkeley campus. the 24-hour day ordinance will apply to a number of businesses along a four-block stretch of telegraph avenue. some restaurant owners say the new law will hopefully bring in more customers. >> we would consider even offering breakfast as early as 3:00 in the morning. we pay rent 24 hours a day, so why not provide a service 24 hours a day? >> businesses can start operating 24 hours a day on may 2nd. the city council plans to vote on further improvements for telegraph avenue at the end of the month. two hikers are recovering after being lost for days in orange county, but one of the rescuers who fell saving them

remains in serious condition. those two teenagers got lost on easter sunday while hiking the canyon. they did call 911 before their cell phone died. now, after four days of searching, rescuers found one of the hikers and the other one was found the next day. a reserve deputy fell nearly 60 feet trying to save that second hiker. none of the injuries are considered life threatening. a kayaker is being called a hero, after he helped save a family whose suv crashed into the american river in el dorado county. these are pictures of that vehicle in the water. remember, inside was a family of five. it appears the suv hit part of a tree along highway 50 and then crashed into the river. the kayaker says he saw the submerged suv and sprang into action. he was able to get the three children to safety first and then he went back into the water, where the driver was pinned upside down with his wife. >> i was afraid that if i cut the seat belt, he would have died in front of me, in front of me and his wife and his

welcome back. a live look at bay point this morning. mostly gray skies with a few peeks of sunshine. partly sunny to partly cloudy for the afternoon. well, nasa is working on plans to tow a small asteroid to the moon so astronauts can explore it. nasty hopes to have the technology in place by the end of the decade and says it could eventually pave the way for flights to mars. nasa says its fiscal 2014 budget request will include $100 million to get that project under way. interest in studying the threats posed by asteroids peaked after a meteor injured about a hundred people in russia. rescuers are continuing to find survivors of a building collapse in india. a 10-year-old girl miraculously climbed out of the debris

yeerday. rescuers also say they found a woman alive in the rubble. 72 people have died, 26 of those victims are children. president obama has apologized to california attorney general kamala harris for praising her looks at a bay area fund-raiser. this is video of president obama and harris last year during one of the president's campaign stops right here in the bay area. the president called harris the best-looking attorney general in the country at a fund-raiser earlier this week in atherton. the white house says he regrets the distraction his comments caused. >> they are old friends and good friends, and he did not want in any way to diminish the attorney general's professional accomplishments and her capabilities. >> the president has a history of praising people for their looks. he has also called hud secretary sean donovan and interior secretary ken sal var and ray mavis good looking while introducing them at events. harris' staffers released a statement that says in part,

she had a great conversation with the president and strongly supports him. just a few days after connecticut signed a strict gun control bill into law, a similar measure is sitting on the desk of maryland governor martin o'malley. the state law would require handgun owners to go through fingerprinting, firearms training, and pay licensing fees. it also bans certain assault weapons and puts a 10-round limit on magazines. gun owners are furious, about the limitations, but supporters say it's about time. >> i just don't understand what they are doing here. and apparently, neither do they. >> in order to get a license to get a dog, it's harder than to get a gun. there's something wrong with that. >> state senate passed the new law. maryland already requires universal background checks and a seven-day waiting period for anyone buying a gun. family members of victims of a mall shooting testified before oregon lawmakers during a hearing on gun control. the debate comes as oregon's legislature considers four bills that would expand background checks.

family members asked for additional measures, including a requirement that guns be locked up to make them harder to steal. three people were killed in a shooting at at clackmas mall just days before the school shooting in newtown, connecticut. it has been one year since the oikos university. tonight, victims will be remembered during a memorial concert. seven people were shot and killed a year ago at the university by a former student. the memorial is being held at st. paul's episcopal church starting at 7:00 tonight. the san francisco corral will be performing at the event. a panel of retired judges will decide who will get a million dollar reward in the search for former police officer christopher dorner. the reward was offered after dorner went on a rampage in southern california, killing two police officers, an officer's daughter, and her fiance. two claims have been made by a car jacking victim and a couple dorner held hostage. some agencies withdrew reward money because dorner was killed before he could be prosecuted. los angeles police say the

award still totals $1 million. in florida, the family of trayvon martin has scheduled a wrongful death suit in connection with the killing of the teenager. martin's parents sued the homeowners association of the housing subdivision where the 17-year-old was shot to death. the amount of that settlement, though, was not disclosed. neighborhood watch volunteer george zimmerman is scheduled to go on trial in june for second degree murder. we have an update to a story we first told you a few weeks ago about an airport display sign that fell and killed a 10-year-old boy. now, that accident happened last month at the birmingham international airport. on thursday, the airport authority said the ceo of the sign company had concerns about the staff, but did not expre their concerns. the sign fell on top of a kansas family when they were traveling. all airport signs have been removed while the investigation continues. a bay area man battling cancer says he is also in the fight of his life with his

insurance company. 25-year-old luis saravia says his insurance company is refusing to pay for treatment that would slow the growth of aggressive tumors that are killing him. he suffers from a rare cancer of the muscles. his doctors recommended that he enroll in a promising new drug trial at ucsf, but sutter health says ucsf is outside his health plan network. >> whoever is making the decisions, they are not even doctors! so how do they know what's best for me? >> he said late yesterday afternoon that sutter said it would pay for a two-day evaluation at ucsf. the insurer did not say if it planned to change its decision on covering the cost of the treatment. wesley snipes is out of prison, after serving three careers for tax evasion. prosecutors said between 1999 and 2002, snipes earned $38 million, but did not file income tax returns on that money. he was convicted of three misdemeanors, but acquitted of

welcome back. thank you for joining us. a live look at mount diablo. a mix of cloud, a little fog, pocket of light rain falling around the bay area this morning. a live electrical wire posed a challenge for firefighters battling a house fire in saratoga. it was reported about 7:30 last night. when crews arrived much of that home was in flames but they had a tough time getting close enough to fight the fire because of those downed lines. the family inside did escape without injury. the fire was out an hour later. new this morning, nelson mandela has been released from the hospital after showing signs of improvement. the 94-year-old former south african president was admitted to the hospital last week because of a recurring lung infection that developed into new moan i can't. mandela's history of lung problems dates back to the 27 years he spent as a political prisoner while in prison in

tsunami damaged nuclear power plant. tokyo's electric power company has confirmed that the facility is leaking radioactive water. so far 120 tons of contaminated water has leaked, although officials say they don't believe a lot of it has made into it the soil or the sea. capping the leak could take several days. state regulators have now given chevron the green light to restart its crude oil unit. the facility has been shut down since that massive fire last august. at a hearing yesterday cal osha blamed chevron for a number of safety regulations. regulators are calling for an overhaul of the regulations. chp says a side show on a freeway caused an accident that left a toddler with a broken neck. it happened last month on interstate 810 in san leandro. the bye's mother says she was rear-ended when another driver doing doughnuts forced her to

we are following developing news out of afghanistan where six americans have been killed in attacks. officials say three u.s. service members, two u.s. civilians and an afghan doctor were killed in a suicide attack in kabul province. another american civilian was killed in eastern afghanistan. one of the dead is said to be an employee of the state department. in overnight news two tourists are recovering after being stabbed outside of their san francisco hotel. ktvu channel 2 reporter lorraine blanco is live to explain how it all happened and

the reaction from people just hearing the news this morning. lorraine. >> reporter: claudine, we just talked with the hotel manager here as well as a member of the ownership here at americana hotel. they say they have several surveillance cameras around the policemen sir, and police do have the video this morning. an employee who was work during the incident told us the man was asking to use the bathroom around 11:00 last night. he got very angry when she told him it was only for hotel guests. he came outside, got into an argument with the guests in the driveway, then stabbed him and another person and fled in a car. it happened in front of the best western plus americana hotel in the 100 block of 7th street. the tourists were both taken to san frass cisco general hospital. they are expected to survive. the hotel manager tells us this is a very safe hotel. >> our entrances are secured with key access so that's our number one priority. and it's unfortunate that it happened outside here.

two officer-involved shootings in oakland in less than 48 hours. oakland police say an officer opened fire on a burglary suspect what was hold black appeared to be a handgun. it actually turned out to be a replica, and the suspect's injuries are not life threatening. the it shooting comes after a 16-year-old boy was shot bend day in oakland after an armed robbery. police later determined the unarmed teen was not involved. >> this is regrettable on numerous fronts. it has to be demoralizing within the debt. >> his family plans to sue the officer and the city. a suspected car thief is still on the loose after sheriff's deputies called off a sirch marin county. investigators say a man stole an suv in windsor. deputies later stopped the car in pet lum movement during the stop officials say they had to fire tasers at that time driver. after reportedly threatening to kill the deputies the man drove off toward ma rain. the driver fled on foot and

escaped. deputies called off the search just after 5:00 last night. a kayaker is being called a hero avenue helped save a family whose suv crashed into the american river in eldorado county. we want to show photos of the vehicle in the water. trapped inside was the family of five. it appears the suv hit part of a tree along highway 50, then crashed into the river. the kayaker, a man named mark, says he saw the submerged suv and sprang right into action. he was able to get three children to safety. he then wept back into the water where the driver was pinned up side down with his wife. >> i was afraid that if i cut the seat belt he would have died in front of me and his wife and his three kids. >> firefighters arrived on scene and were able to rescue the husband and wife. all five family members were taken to the hospital. only the father, the driver, suffered major injuries. investigators are still trying to figure out why the suv veered off the road.

officials now say a man who drowned off the coast of kauai is from the bay area. officials identified the victim from castro valley. bystanders tried to save his life after he became distressed in the waters near plantation hale hotel. his death was kauai's 11th drowning this year. two hikers are recovering after beg lost for dance in orange county. but one of the rescuers who fell saving them remains in serious condition. the two teens got lost on easter sunday while hiking around trabuco canyon. they called 911 before their cell phone died. it took four days to find one of the hikers. the other was found the next day. reserve deputy fell nearly 60 feet trying to save that second hiker. it's been one year since the university shooting. tonight the victims are going to be remembered during a

distracted. the 26-year-old was arrested. police say he stole from businesses in south san francisco and burlingame. an arrest leads to police to stolen mail. police say two suspects tried to use phony money at a cigarette for. when officers tracked them down they found a briefcase in the backseat of the truck that contained stolen documents belonging to victims in 20 cities. much of the mail was stolen from bay area homes but some was also stolen from southern california. california's prison mental health system is going to remain under federal control. a federal judge has ruled the state failed to prove it is providing the lem of care required by the constitution for its 32,000 mentally ill inmates. the decision is a set-back for governor jerry brown who is trying to end a legal battle of nearly two decades. brown says he will appeal. a solano county grand jury report is raising concerns about vallejo's police treatment of adults and

juveniles. the report cites multiple cases where minors were held behind bars. the report recommends more officer training and says the department should do a better job of documenting information in its custody laws. some berkeley businesses will soon be open 24 hours a day. the city passed a new ordinance as part of larger plan to revitalize the area around the uc berkeley campus. the 24-hour-a-day ordinance will apply to a number of businesses along telegraph avenue. restaurant owners say the new law will hopefully bring in more customers. >> we would consider even offering breakfast as early as 3:00 in the morning. we pay rent 24 hours a day so why not provide a service 24 hours a day. >> businesses can start operating 24 hours a day on may 2nd. the city council plans to vote on further improvements for telegraph avenue at the end of the month. a bay area man battling cancer says he is also in the fight of his life with his insurance company.

news out of afghanistan where six americans have been killed in attacks. three u.s. service members, two u.s. civilians, and an afghan doctor were killed in kabul. another american was killed in eastern afghanistan. the santa clara broncos have another postseason title. the men's team won against george mason in the basketball invitational championship yesterday. kevin foster scored 24 points. the final score was 80-77. this is santa clara's second postseason tiejts three seasons. more than 5500 runers from 45 states and 15 countries are expected in san francisco this weekend for the rock 'n' roll half marathon. that event kicks off with a health and fitness ex possible. it is going to feature more than 100 retailers. tomorrow drivers be warned. expect road closures between 6:00 a.m. and 1:00 p.m. the route is going to take runners across the golden gate bridge and along the bay trail
